Effect:
The user gains an increase in their movement speed. Whilst speed-boosted, their energy recovery becoms negative, and the state lasts until they run out of EP, at which point they return to normal.
Multiple uses of this power can be stacked, leading to a greater boost and consequently larger energy drain.
