Effect:
The user starts to emit an area explosion of some kind at 3 second intervals, similar to Bullet's Electrify power.
The explosion is customisable in the Strobe Power box in FFEdit, so it can be used for a number of effects, from a telepathic 'lockdown' - create a Cerebral Norm explosion that affects friends only in FFEdit, to a timed damage explosion, as well as the default stunning and blinding explosion.
